RRG Management
RRG Management LLC (RRG) was founded by Jeff Rotter and Mitch Russell in 2004 to acquire and operate cash flowing real estate assets. Since formation, RRG has focused primarily on for-lease housing (i.e., manufactured home communitites, garden apartments, and student housing apartments). Currently RRG and its affiliates have acquired over 24 assets with a value in excess of $150 million.
Our investment philosophy concentrates on niche assets in long-term, sustainable locations. We focus on the acquisition of assets with existing cash flow, low-to-moderate leverage, strong local operating teams, and limited development and lease-up risk. In the current market, we pursue primarily transactions that will provide our investors with immediate current leveraged cash flows at or above 8% per annum, and projected annualized internal rates of return in the mid to high teens.

Jeffrey Rotter
Jeff Rotter is the founding principal of RRG. Prior to forming RRG, Jeff was the Director of Real Estate Investments and a Principal of the CMS Companies. While at CMS, he was responsible for the investment decision making process for $750 million of equity and a portfolio in excess of $3 billion, a significant portion of which was comprised of multi-family apartment complexes throughout the United States.
In addition, Jeff has advised both institutional and entrepreneurial real estate investors on numerous national projects, and has equity interests in a number of hotel and condominium developments. Jeff has previously served as an Investment Committee member for Sage Real Estate Group, a Philadelphia based real estate firm that has invested in excess of $25 million of equity over the last three years.
Jeff is a Board member of Maccabi USA/Sports for Israel. Jeff graduated from both undergraduate and graduate programs from the University of Wisconsin earning his degrees in Finance and a Masters of Science in Real Estate Appraisal and Investment Analysis.

Mitchell Russell
Mitch Russell has been a principal of RRG since 2007. Mitch is also the principal of Russell Law Group, PC, a law firm specializing in commercial real estate transactions since 2006. Mitch formed Russell Law Group as a means of engaging in new development and investment real estate transactions as a principal, while continuing to maintain his private law practice. Prior to the formation of Russell Law Group, from 1993 to 2005, Mitch was a founding partner of Salvo, Russell, Fichter and Landau, a boutique corporate and real estate law firm based in Blue Bell, Pennsylvania. From 1986 to 1993, Mitch was associated with Dechert Price & Rhoads in Philadelphia, Pennsylvania. Mitch’s legal specialty includes all aspects of commercial real estate transactions, including financings, acquisitions, dispositions and leases. His real estate clients include local developers, financial institutions and national real estate investment and holding companies. Mitch also frequently represents small to mid-sized companies and start-up ventures in connection with their corporate and real estate transactions in this region.
Mitch is an active volunteer for the Jewish Federation of Greater Philadelphia, previously serving on both the Board of Trustees and Board of Directors. He is the past chair of the Renaissance Group of the Jewish Federation, and of Super Sunday, and was the Philadelphia Area Chair for the National Men’s Leadership Cabinet of the United Jewish Communities. Mitch is also a former President of Congregation Adath Jeshurun in Elkins Park, Pennsylvania.
Mitch is a 1983 graduate of Cornell University, and a 1986 graduate of the University of Pennsylvania School of Law.
